For me, i as long as the current facilities are providing the citizens satisfaction then it does not need increment spending. Unless, if the range or public transportation route in needed then it will be necessary to increase the spending. For instance, metro is only available in Montreal, but if new route from Laval to Montreal then it is great to spend on something that adds something new that could ease people living in Laval to reach Montreal instead of driving.
